Water alone will move salt around. A salt neutralizer formula like BRINEBUSTER™ uses the process of "chelation" to break down the salt so that it can no longer cling to metal surfaces and cause corrosion. It is not a scam. It works well.
Salt cannot be made chemically neutral. However it can be rendered harmless so that it cannot cause any corrosion. Thus the more layman's term of "neutralized".
